One suggestion I saw in a Dr. Kevin Lehman book (not sure if this will work in the more severe cases that you're describing).....

If a student is acting out simply say....
"Oh, Steve wants to show off now. Let's all watch Steve. Go ahead Steve." and then watch until he's done.

If it takes 5 minutes then at the end of class everyone gets to stay an extra 5 minutes to make up for the time we lost watching Steve.

Using peer pressure often works wonders - but again, not so sure it'll work in your situation.
